As he's just starting out, over £20 per lure would be a bit of a shock to the system (unless he's loaded). One of my mates recently asked me something similar, and i initially gave him a list of all the top expensive lures, but then i thought 'what a horrendously expensive and off-putting way to get into plugging'. So i gave him a cheaper set of recommendations for some less expensive lures . . . . he bought them, and hasnt blanked yet !!. As your mate is building his collection, he's better off having some less expensive lures (imho), and having a few to cover different scenarios. So, my advice for a starter would be . . . . .

Top Water:

Chug-Bug, 11cm, Blue Chrome, appx £7
or
Yo-Zuri Mag Popper, 105mm, Green Mackerel, appx £13

Sub-Surface:

Maria Angel Kiss, 115mm, Mackerel, appx £9
&
Maria Chase BW, Holo Silver, appx £10
&
Daiwa Saltiga Minnow, Laser Sardine, appx £12

Floating Divers:

Dexter Wiggle Stick, appx £6

He'll be able to get that selection from Veals, and he'd be up & running for not too much money, and with all proven fish catchers. Then when he's hooked, he can go nuts like the rest of us, and set-up his wish-list of hundreds of quids worth of gear on Craggy Island !!!!!

Maria Chase BW Holo Silver - Crank fast, with pauses. Shallow diver.
Abu Toby 28g - Try it at different depths to find the fish. Medium retrieve with the odd gentle flick off the wrist.
Rapala X-Rap in either 10 or 12 size. Deeper diver. Clown pattern or Ayu. Crank hard for 5 seconds, let it float up to the surface, weight another 5 or so secs then crank really hard for another 5 - 7 seconds but start off winding really slow leading up to a hard crank.
Heddon Super Spook. Mullet or the chartreuse colour. Will help him learn to WTD easier than other top water plugs.
Mag Popper. Smaller size in green mackerel. You can start off popping it with splashes and as it gets closer you can also WTD with it.

If your friend is buying on the internet, and is looking at plugs on a budget try:

River to Sea Trophy Minnows, there the same as Lucky Craft Pointer SPs (the short one) -- but cheaper.

Storm do a couple of plugs with black backs and orange bellies they seemed to work for me,

Also the orange Chug-Bug.

Yo-Zuri Mag Pop

I still use a Ron Thompson Bass Bandit popper, cost me about £4.25 ish

Dexter darters are Ok.

Your friend May be able to gat some second hand plugs on here.

you know what...

meet a beginner, give them a plug.

Fly anglers do it all the time with flies.

Just carry a few older plugs in the car and,
should someone show genuine interest, give them the
plug and, explain how you fish it.

on topic...

my top 5 would require knowledge of the general area.

A difficult one for sure
Lets start at the top and work our way down

Yo zuri mag popper
Super spook [one of the easiest lures to WTD with]
Cormoran Doggy jerk
maria angel kiss
Bomber long A
Rebel windcheater[58g i think] if his rod's up to it
if not?
Posibly an Alex costa deep runner

I know it's six but they
are all in the lower price range
hope this helps dai

Storm Jointed Thunderstick in any colour.
ChugBug in silver/orange belly.
Toby in silver and 28g size.
Maria Chase in the silver colour.
YoZuri minnow pattern in any colour.

These plugs are all cheap and shouldn't scare off any potential plugger AND will catch tonnes of fish in most conditions if the fish are there.
